ENVIRONMENTAL SCOPING MEETINGS

Grand Valley Unit, Stage Two
(Colorado River Basin Salinity Control Project)

The Bureau of Reclamation requests your participation in planning activities
on Stage Two of the Grand Valley Salinity Control Unit. Public meetings will
be held on:

and on, Thursday, December 9 at 7:30 p.m., Clifton Community
Hall, 120 Second Street, Clifton.

Called "environmental scoping sessions," these meetings are part of an ongoing
process intended to give the public an opportunity to learn more about the
salinity control unit and to identify and comment on environmental issues
and concerns that will be addressed in the environmental statement. To ensure
matters of importance will not be overlooked in early stages of preparing the
environmental statement, interested parties are encouraged to identify
L~portant issues related to alternative proposals prior to environmental
statement preparation. Scoping is also aimed at preventing the expenditure
of agency resources on analyses of issues which are not considered significant.

Technical investigations to date indicate that the Grand Valley area contributes
an estimated 580,000 tons of salt per year to the Colorado River system. As
an initial stage (Stage One) of development aimed at reducing this salt loading,
about 7 miles of the Government Highline Canal northwest of Fruita have been
concrete-lined; and work is currently underway to consolidate 34 miles of
open laterals into 29 miles of pipe laterals. Data is being collected in this
Stage One area to assess the effectiveness of initial development in reducing
salt loading to the Colorado River. Reclamation is studying several salinity
control alternatives for the remainder of the valley including lining private
and Federal canals and laterals, combining canals, and providing saline water
for industrial use. General alternatives now being considered are summarized
in Attachment I.

Reclamation needs your input into these alternatives as well as your sugges-
tions on other possible alternatives which could be considered. We also need
your help to identify both significant and insignificant environmental issues
associated with alternative plans. Your ideas would be appreciated and can
be expressed either at the meeting or by letter to this office.
