The major goals of the Park County General Land <br />Use Plan of 1974 include: <br /> <br />To reduce the economic dependence of the <br />county on other areas and to increase <br />economic well-being and opportunities of <br />local residents. <br /> <br />To further economic and social development <br />by improving access to all parts of the <br />county in accordance with the requirements <br />of a high quality environment. <br /> <br />To achieve unity within Park County, <br />regarding social and human development. <br /> <br />To develop an equitable and productive tax <br />system. <br /> <br />To develop sound land use policies that <br />respect the constraints placed on develop- <br />ment by the natural environment. <br /> <br />4. Wilderness Suitability Criteria <br /> <br />Criteria used <br />by the 1964 <br />Policy, and are <br /> <br />in this analysis <br />Wilderness Act, <br />outlined below: <br /> <br />were established <br />Forest Service <br /> <br />a. Capability. Area must offer opportunities <br />and experiences, or contain values, which <br />are dependent upon or enhanced by a wilder- <br />ness environment.
