SEC. 2. (11) In order to assure that an increasing popula.tion, Ilt~c{)m-
panied by e.xpa.nding settlement and growing m~lUHHI.8.tic.m, does not
occupy llnd modify all a.reas within the United St.ates and its p~seB.
sions, leaving no lands desipl8.ted for preserva.tion and protection in
their n:\turnI condition, it IS hereby declared to be the policy of the
Congress to Bee_ure for the American people of pre...c;ent tlnd future
