Public use roads are prohibited \~ithin priMitive areas. <br />HO\o1ever, other roads may be permitted in areas ",hen absolutely <br />necessary for access to private inholdings for nonrecreation purposes, <br />emergency situations such as wildfire, and the health and safety of <br />persons. Such road construction is permitted only under suc~ <br />conditions and restrictions as are necessary to preserve primitive <br />values. <br /> <br />H. Construction. Construction of any kind is prohibited "ithin <br />primitive areas, except as otherwise provided herein. <br /> <br />I. Timber Harvesting. Commercial timber harvesting is not <br />permitted in primitive areas. <br /> <br />J. Hining and Prospecting.
