<br />,A.:;pen Hig.':la.-:ds Ski .4.rea - Draft E"viro1lmenlallmpact Stalemenl <br /> <br />proposed by the Moore Family, bas the support of the ASC, and has received general submission approval from <br />the Pitkin County Board of County Commissioners. <br /> <br />Access to Aspen Highlands is from the base area via the Exhibition I and, to a small extent, via the Thunderbowl <br />initial access lifts. The base area access capacity is determined by the availability of parking spaces, public <br />transportation capacity to the base area from Aspen and Snowmass, and the Aspen Highlands bed base and would <br />be 3,591 skiers per day with the base area development. The total egress capacity would be 11,155 skiers per <br />hour which would easily accommodate the 4,500 skiers at one time (SAOT) permitted mountain capacity. <br /> <br />ALTERNATIVE B · PROPOSED ACTION <br /> <br />The actions proposed by the ASC for the pennit area on Aspen Highlands consist of the construction of four new <br />ski lifts and three catwalks, reconstruction of on-mountain restaurant and ski patrol facilities, and expansion of <br />the snowmaking facility (Figure 2.3). These developments would likely be implemented in two phases, the fIrst <br />covering the 3 years after approval is received and the second phase covering subsequent years. <br /> <br />LIFTS AND ASSOCIATED TERRAIN <br />Four new lifts are proposed within the Aspen Highlands SUP area. These include the Thunderbowl Lift, which <br />would replace two existing lifts providing access to the northern end of the permit area, and three new lifts to <br />provide access to advanced and expert terrain, mainly open-bowl and gladed, in the southern third of the permit <br />area. The overall objective of these latter ski lifts is to more uniformly distribute use of the permit area by skiers <br />and to encourage separation of skiers according to skiing ability. Live tree removal would be limited to the lift <br />line corridor to meet industIy standards in addition to Forest Plan standards and guidelines. The lower terminal of the lift would be located in the central base area near the bottom <br />terminal of the existing Thunderbowl Lift and the upper terminal near the upper terminal of the existing Golden <br />Horn Lift (Figure 2.3). The new lift would be a moderate capacity (1,600 pph) detachable, high-speed quad type <br />approximately 4,000 feet in length and with a vertical rise of 1,350 feet (Table 2.2). The lift would be driven <br />from the upper terminal, with power being supplied underground through an existing cable to the location of the <br />upper terminal of the former Nugget Lift. The skiable area associated with the proposed new Thunderbowl Lift <br />would be 96 acres and the corresponding terrain capacity would be 962 skiers.
