nJ~SJ3

Chaptu 1 - Purpose ond Need

Steeplechase Lilt
The new Steeplechase Lift would facilitate egress from terrain in the Steeplechase area and the north side of
Highland Bowl. These areas are accessible from Loge Peak and provide gladed and bowl skiing opportUnities
for advanced and expen skiers. The Steeplechase Lift would significantly improve accessibility to existing and
new tarain in the Steeplechase area and Highland Bowl by providing a more efficient skier return route than the
Grand Traverse Catwalk, which returns skiers to the base of Loge Peak Lift. This would help separate advanced
and intermediate skiers by drawing advanced skiers to new, easily accessible, advanced and expert terrain.

Loge Bowl Catwalk
The extension of the Olympic Bowl Catwalk (Loge Bowl Catwalk) would facilitate skier egress from Loge Bowl.
Accordingly, it would enh"nc.e expert bowl skiing on the nonhwest side of Loge Peak with excellent scenic vistas
of the Elk Range to the west.

Highland Bowl and Maroon Bowl
The Highland Bowl and Maroon Bowl lifts would provide convenient access to advanced and expert open-bowl
terrain. In the Highland Bowl area. the new lift would facilitate access to the southern side and center of the bowl;
in Maroon Bowl, the lift would provide access primarily to the center of the bowl. While the terrain provided by
these areas is uncommon in the USA, yet in higb demand by advanced and expert skiers, it is currently seldom
used because of the absence of retUrn routes. Installation of ski lifts in Highland Bowl and Maroon Bowl would
not only address skier demand for bowl skiing opportunities but would enhance skier safety by drawing advanced
and expert skiers to new easily accessible terrain requiring a higblevel of skiing ability and thereby reducing skier
density on intermediate terrain.

OBJEcnYE 2: BETTER mUZE THE ENTIRE SUP AREA

Deep Steeplechase
Development of additional ski terrain in Deep Steeplechase would extend quality skiing below the currently used
terrain in the Steeplechase and northern Highland Bowl areas. This development would result in more complete
utilization of the SUP area. It would also facilitate dispersal of skiers by ability level, especially during peak
periods, and it would respond to increasing customer preferences for advanced ski terrain.

Highland Bowl and Maroon Bowl
The new Highland Bowl and Maroon Bowl lifts would expand utilization of the SUP area by providing easy
access to advanced and expen open-bowl terrain in much of the unutilized section of the SUP area. Like Deep
Steeplechase, this would add quality ski terrain for advanced and expert skiers thereby encouraging separation
between intermediate and more advanced skiers.

08JEC11VE 3: MORE EfFIClENnY USE AND IMPROVE APPEARANCE Of mmllG AMEKlnas

Merry-Go-Round Restaurant
The new restaurant would improve dining services at the ski area, bringing them in line with the higb quality of
service at most ski resons in Colorado. It would provide an opponunity to address deficiencies in the existing
restaurant and improve accessibility, design, and use of,the fooility. ,Wbereas, tho existing building is a former
Safeway store that was relOCated to mid-mowuain and does not aesthetically fit into the surrounding environment,
the new building would be constructed of natural materials and would have a low visual impact design. It is
anticipated that the new restaurant would feature three or four separated dining facilities sharing common
elements such as restrOOrns and kitchen facilities. Each diniog facility would feature a different type of cuisine
to provide customer choice in dining options. No additional seating capacity is proposed, but the footprint could
change sligbtly to accommodate the new facilities.

PlUpose and Need for Proposed AClion
Purpose of Proposed Action

1-7
