He stated the language is almost identical to our <br />request in the Court and recommended that the .District file a document in District 14 <br />setting forth that, in light of SB 407 the question before the Court is llmootl1. He <br />suggested this request would be in keeping with the Board policy that, the best interest <br />of the District would be served by illegislation rather than litigation" and that SB 407 <br />does provide the vehicle to be used. Mter further di5cu8Bion~ Y cung moved, seconded <br />by Ciruli, iliat the Board approve the recommendation or the Attorney with the admo- <br />nition that this action is not "retreatingll from our prior position but is in keeping <br />with our philosophy of helping all 01 the water users in the Arkansas Valley through <br />1l1egislation rather than litigation". Motion unanimously carried. <br /> <br />LEGISLATIVE COMMITTEE - Chairman Frank Dilley stated it was not possihle lor <br />him to attend all of the Legislative Hearings in Denver and asked General Manager <br />Thomson to give his report. Thomson reported that the details of the legislative <br />activities are contained in hia Manager's Report which are a part of these minutes. <br />Beise, Nichols, and Young stated they had all received letters and personal comments <br />relative to the important role the Southeastern Colorado Water Cmservancy District <br />played in getting important Water Legislation approved by the 46th General Assembly. <br />They stated they had heard many fine comments about the work of the General Manager <br />in this regard. <br /> <br />.' <br /> <br />ENGINEERING COMMITTEE - Chairman Christy reported that we !lre still waiting <br />info:rmati.on from Colorado State University relative to the statistics needed in consid- <br />eration of the request from the Pueblo Water Board and that additional and more <br />specific information is also needed before the Committee and the Board can cOClsider <br />seriously the Corps of Army Engineers program on the Arkansas River belween Pueblo <br />and John Martin Dam. <br /> <br />.'-...., <br /> <br />RIVER ADMINISTRATION COMMITTEE - Chairman Wagner stated that the Committee <br />r.1et at 1:00 p. m. today to go over a recommendation from the GeneraL Manager re- <br />lative to brochures which would help tell the story of the Conservancy District and the <br />Project. He said the Manager had recommended two or possibly three brochures <br />which would identify specific areas involving the District, and that the Committee felt <br />the Manager's recommendations were sound and requested that he proceed in develop- <br />ing rough drafts of copy and lay-outs for review by the Committee. <br /> <br />CENTRAL ARIZONA PROJECT REPORT <br /> <br />Nichols reported that he and the General Manager had attended the House Interior and <br />Insular Affairs Committee Hearings in Washington, D. C., and that the House Bill <br />will remain in Committee until the Senate Interior and Insular Affairs Committee <br />takes action. Hearings will be held by that Committee the first week in May but there <br />is a great d1!ference between the philosophy of proponents in the Senate Rnd the pro- <br />ponents in the House. <br /> <br />.'.' <br /> <br />Christy reported that he attended a meeting of the Colora.do River Advisory Committee <br />in Denver on April 21, 1967~ and concurred in the observations of the President <br />Christy reported that Felix L. Sparks. Executive Director. Colorado Water Conservation <br />Board is very much concerned Over the division of thought regarding this project and <br />is fearful of getting any Bill passed by Congress this year. Christy also reported <br />that Sparks recommends that Conservancy District's and the Water Congress partici- <br />pate more actively in State Legislative matters regarding water and commended the <br />Southeastern Colorado Water Conservancy District for its activities in the recent <br />session. <br /> <br />, 5- <br />
