<br />A regular meetlng of the Board of Directors of the Southeastern Colorado Water
<br />Conservancy District was held at the Office of the District, 905 Hiway 50 West,
<br />Pueblo, Colorado,. on Thursday, April 21, 1961, at 10:00 a. m.
<br />

<br />President Nichols advised that th18 meeting had been called on this date, to take the
<br />place of the regular meeting April 13, which had to be canceled because of the severe
<br />storm in Southeastern Colorado.
<br />
<br />Nichols read a letter from Director Charles Irwin of Buena Vista, identifying the fact
<br />he was going to be moving from the Buena Vista area within the very near future, and
<br />requestlng that the Board and the District Court accept bis resignation from the Board
<br />affective May I, 1961. Christy moved, seconded by Young, that the Board accept Mr.
<br />Irwin's resignation with regret, and the President Inform the Judge that a vacancy
<br />w1ll eldst effective May 1. Motion unanimously carried. Judge Cablbi referred to the
<br />Colorado State Statutes which specifically provide for the proceedure to be followed by
<br />the Court appointing a person to till a vacancy. He stated that upon receipt of a letter
<br />from the District advising that a vacancy does eldst, he w1ll set forth the proceedure
<br />to 'be followed. Judge Cabibiindicated that applications for the position should be for-
<br />warded io the General Offices, and should be accompanied by letters from County
<br />Commissioners, municipalities, water groups, and others who can reflect the public
<br />interest in the candidacy of the applicant. He stated applications would be received
<br />until June 1, 1961, and he would then meet with the Board of Directors to discuss the
<br />qualifications of the candidates, and the successful applicant would be sworn in at a
<br />regular monthly meeting.

<br />President Nichols then asked M.....ager Thomson to read the minutes of the March 9
<br />and March 23, 1967 meetings in the absence of Secretary Kenneth Shaw. The minutes
<br />of March 9 were read and YOUDg requested that In the last paragraph on the last page,
<br />the name "Mr. C. Q. Foster" be changed to "Mr. C. A. Foster". The minutes were,
