<br />11 <br /> <br />Report by Irrigated Salt-Source Units <br /> <br />GRAND VALLEY - COLORADO <br /> <br />N <br />o <br />'0 <br /> <br />The first Title II USDA salinity control study report was for <br />Grand Valley (completed in December 1977) and entitled "Onfarm Program <br />for Salinity Control." This report was supplemented in March 1980 by <br />"Supplement No.1," which covered the lateral improvements needed to <br />support the onfarm system measures. <br /> <br />-<1 <br /> <br />The total Grand Valley treatment program, both onfarm systems and <br />off-farm laterals, is estimated to cost a total of $38,088,000, including <br />$10,900,000 for some 190 miles of off-farm lateral improvements (prices <br />updated to October 1979). Total annual benefits of the Selected Plan <br />(#48) amount to $13,074,000, compared with average annual costs of <br />$3,305,000. <br /> <br />The initial USDA implementation funding was provided by the Agricultural <br />Appropriations Act, Public Law 95-448 (dated October 11, 1978). The <br />Conference Report recommended that ASCS use $l,772,000 of FY 1979 ACP, <br />funds to cost share the installation of salinity control practices in <br />Grand Valley. The Conference Report also recommended that SCS use <br />$170,000 of its Conservation Operations funds to provide the technical <br />assistance for planning, designing, and installing the practices for <br />salinity control. <br /> <br />For FY 1980 the Conference Report recommended that $1.7 million of ACP, <br />funds be used for cost Sharing in Grand Valley. For FY 1981 the <br />Conference Report recommended that $2.0 million of ACP funds be made <br />available. <br /> <br />SCS provided conservation technical assistance to a total of 380 farmers <br />in Grand Valley during FY 1980, including carrying out irrigation water <br />management planning on 3,329 acres.
