<br />Title II USDA Activities -.Colorado River Basin Salinity Control Program <br /> <br />SCS Colorado River Basin Salinity Control Program Review <br />~ of Grand Valley, Colorado and Uintah Basin, Utah Units <br /><:;I <br />o <br />c.;h The Soil Conservation Service (SCS) conducted a field review of <br />implementation activities in the Grand Valley and Uintah Units and general <br />Title II planning considerations during the week of October 6, 1980. <br />Representatives of Soil Conservation Service (SCS), the Agricultural <br />Stabilization and Conservation Service (ASCS), the Science and Education <br />Administration-Agricultural Research (SEA-AR), the Water and Power Resources <br />Service (WPRS), the Fish and Wildlife Service (FWS), from the National, <br />regional, state, and local levels were invited and participated in the' <br />review. <br /> <br />Some of the concerns or issues which surfaced during the review were: <br /> <br />Need for long-range funding commitments for: <br />Irrigation improvement cost share funds in accordance with <br />10-year schedule in report <br />Adequate SCS staffing for technical assistance <br />Farmers' confidence in planning future operations <br />Sufficient contractors and competitive supplies <br /> <br />Cost-sharing program limitations and concerns: <br />$3,500 per year limitation per individual for annual practice or LTA. <br />$10,000 per year limitation per individual for pooling agreements <br />(annual or LTA). <br />LTA's vs. Annual <br />F&W measures as last increment <br />Cost share amount taxable <br />Contiguous owners required for pooling agreements <br />Qualifying of Indian lands <br />Requirement of automation for on farm irrigation improvements <br /> <br />Reliability and maintenance of automation devices <br />Ability to withstand elements, livestock, and farm equipment <br />Availability of local parts, replacement, & repair service <br />Simple repairs & adjustments by farmer <br /> <br />Conservation technical assistance <br />Rate of irrigation water management planning <br />Sufficient SCS followup assistance <br /> <br />Interagency Coordination <br />SCS/ASCS/WPRS lateral standards, and slzlng <br />USDA/FWS/State fish and game agencies <br /> <br />" < <br />~, _ c_c._...., ,'~" :i.~~ <br />
