Our constitution <br /> <br /> <br />asserts definitely thet the w~ter is reserved to the use of <br /> <br /> <br />the peo])le aue:. that the right to its beneficicl use shall <br /> <br /> <br />never be denied. This constitutes a public notiue to all <br /> <br />parties concerned..
