Sandsten, and other witr:esscs, will make statements <br /> <br />, <br />concerning the quality and vnlue of fruits, sUbar beets, <br /> <br />pot2toes and ether crops raised ou Colurado lands. <br /> <br />The purpose of all this testimony is to show the <br /> <br />great v~luc of crops in Colorado, es~ecially the value based <br /> <br />upon the amount of water consumed, and also, thct, because <br /> <br />of the topography of our State, no injury can possibly CrnJB <br /> <br />to the lower states if a compact is =ormed ~hereby the u}~er <br /> <br />states, without limitation, utilize to the uttermost the, <br /> <br />waters of the ColoradO River. <br /> <br />It is a well understood fact that the greatest duty <br /> <br />of water is had by first usin3 it upon the u~per stream anQ <br /> <br /> <br />ccntinuing its use progressively downward; that a )srt of the <br /> <br />TIater so used returns again to thG stream in the form of soo- <br /> <br />page and return flow.
