This analysis accounts for variations in flow, giving equal <br />weight to each year irrespective of the relative magnitude of <br />flow, The average annual ratio of usable stateline flows to the <br />combined flows of the Arkansas and Purgatoire Rivers at Las Animas <br />increased significantly after adoption of the Compact for the <br />period of 1949-1973, This resulted because the flows above the <br />reservoir were depleted considerably as a result of the compact <br />while the usable stateline flows were maintained at their pre- <br />compact average, However, the average annual ratio for the period <br /> <br /> <br />of 1974-1984 was reduced to the pre-compact average as a result of <br /> <br /> <br />the decline in usable stateline flows for this period, The ratios <br /> <br /> <br />for 1983 and 1984 were higher than for most of the other years of <br /> <br /> <br />the 1974-1984 period, but were less than the average for the 1949- <br /> <br /> <br />1973 period, <br /> <br />The ratios of usable stateline flows to adjusted Canon City and <br /> <br /> <br />index flows also exhibit the same characteristics, The declines <br /> <br /> <br />in the ratios which occurred during the 1970's are unprecedented <br />during the study period, The decline in the ratios indicates that <br />the usable stateline flows have decreased in relation to the up- <br /> <br />stream flows as a result of factors other than hydrologic changes, <br /> <br /> <br />If the 1949-1973 ratio had been maintained, the average usable <br /> <br /> <br />stateline flows would have exceeded the actual for "the period by <br /> <br /> <br />more than 40,000 acre-feet per year. <br />
