Brooke, Jr" Pinkney Walker, <br />and Rush Moody~ J~. <br />The Colorado River Water ) ~roJect No. 2647 <br />Conservation District ) <br /> <br />ORDER ISSUING PRELIMINARY PERMIT AND DENYING <br />MOTION TO DISMISS <br /> <br />(Issued December 11, 1972) <br /> <br />The Colorado River Water Conservation District (Applicant) <br />. filed an application for a preliminary permit pursuant to Sec- <br />tions 4(f) and 5 of the Federal Power Act (Act) to study the <br />proposed South Fork of the White River in the Counties of Gar- <br />field and Rio Blanco, in the region of Meeker and Glenwood <br />Springs, Colorado, and affecting lands of the Un~ted States <br />within the White River National Forest. <br /> <br />According to the application, the proposed project would <br />consist of ree develo ments to be constructed as follows: <br />(1 the Rio Blanco development comprised of an earth and rock- <br />f111ed structure on the South Fork of the White River, approxi- <br />mately 22 miles above its confluence with the North Fork of the <br />White River, approximately 290 feet high, creating a reservoir <br />having a storage capacity of about 131,000 acre-feet at normal <br />maximum water surface elevation 9,210 feet (M.S.L.), an 18,000- <br />foot conduit consisting of a tunnel, surface penstock, and pen- <br />stock tunnel, the lower end of which would receive water from <br />a collection system on Patterson Creek, and a power plant with <br />an installed capacity of 22,500 kilowatts; (2) the SOllth Pnrlr <br />develoompnt comprised of an earth and rock-filled structure <br />approximately 290 feet high on the South Fork of the White <br />River approximately 13 miles above its confluence with the <br />North Fork of White River, creating a reservoir having stor- <br />age capacity of 85,000 acre-feet at normal maximum water sur- <br />face elevation 8,055 feet (M.S.L.), a tunnel and penstock <br />approximately 11,500 feet long, and a power plant with an <br />installed capacity.of 13,500 kilowatts; and (3) Blair Mountain <br />pumped storage development comprised of a concrete gravity <br />dam about 150 feet high and 800 feet. long damming natural <br />Crater Lake, creating a forebay reservoir with a storage capa- <br />city of about 2,000 acre-feet at normal maximum water surface <br /> <br />.. <br /> <br />DC-23 <br />
