<br />..... <br />w <br />CD <br />00 <br /> <br />Program Coordination <br /> <br />Federal and State coordination is critical for <br />effective implementation of the salinity control <br />program. Program coordination among the <br />U.s. Department of Agriculture (USDA), the <br />Bureau of Reclamation (Reclamation), and the <br />Bureau of Land Management (BLM) occurs <br />through agency interaction at the field level and <br />through the USDA, Reclamation, and BLM <br />salinity control coordinators. Several <br />committees coordinate actions among <br />participating Federal and State interests. <br /> <br />Interagency Salinity Control <br />Coordinating Committee <br /> <br />The Interagency Salinity Control Coordinating <br />Committee (lSCCC) facilitates communication <br />about salinity control program issues among <br />Federal agencies. The ISCCC met twice in 1993 <br />to address Federal interagency policy issues. <br /> <br />Technical Policy Coordinating <br />Committee <br /> <br />Technical coordination among agencies is <br />accomplished through the Technical Policy <br />Coordinating Committee (TPCC). The TPCC <br />was formed to improve the coordination of <br />salinity control investigations and the <br />construction of salinity control units. <br />Representatives from Reclamation, BLM, Soil <br />Conservation Service (SCS), U.S. Fish and <br />Wildlife Service (FWS), U.S. Geological Survey <br />(USGS), Environmental Protection Agency <br />(EPA), and the Colorado River Basin Salinity <br />Control Forum Work Group participate in TPCC <br />meetings. Several subcommittees met during <br />the year to address specific issues. <br /> <br />USDA National Salinity Control <br />Coordinating Committee <br /> <br />The USDA National Salinity Control <br />Coordinating Committee is responsible for <br />coordinating USDA program activities at the <br />national level. This committee is comprised of <br />representatives from the Agricultural Research <br />Service (ARS), Agricultural Stabilization and <br />Conservation Service (ASCS), Cooperative State <br />Research Service (CSRS), the Extension Service <br />(ES), and the SCS. Reclamation, BLM, and EPA <br />also participate in committee meetings. <br /> <br />This committee met regularly in 1993 and took <br />action on a number of policies, procedures, and <br />fund management issues to ensure effective <br />coordination of USDA agency activities. <br /> <br />Colorado River Basin Salinity <br />Control Forum <br /> <br />The Colorado River Basin Salinity Control <br />Forum (Forum) was established in 1973 to foster <br />interstate cooperation and to develop water <br />quality 8tandards for salinity in the Colorado <br />River Basin. The Forum is comprised of up to <br />three repre8entatives from each of the seven <br />Colorado River Basin States. Federal agencies <br />are represented on the Colorado River Basin <br />Salinity Control Forum Work Group and serve <br />as advisors to the Forum. <br /> <br />The Forum met in Grand Junction, Colorado, on <br />April 28, 1993, and in-Phoenix, Arizona, on <br />October 26 and 27,1993. The Forum Work <br />Group met five times in 1993. <br /> <br />5 <br />
