<br />. <br /> <br />I <br /> <br />. <br /> <br />. <br /> <br />in my opinion we should not be bound by too many rules, <br />in a problem which offers th~ potential possibilities that <br /> <br />this one does. <br /> <br />I would put the proposition in this light. <br /> <br />That a certain apportionment be made of thc waters of the <br />Colorado River, for the lands within the basin, which can <br /> <br />be served by irriGation with those waters. <br /> <br />That a certain <br /> <br />apportionment be made for the Imperial Valley, takinG into <br /> <br /> <br />consideration the lands which are now irrigated, and will <br /> <br />have considerable immediate development. <br />If such rules arc adopted, they should not be final, <br /> <br />however. <br /> <br />There ou[ht to be a period set out 'in which to <br /> <br />reconsider them. <br /> <br />In other words, if certain states have <br /> <br />not developed their lands, have not put to a beneficial use, <br />the amount of water \mich has been set aside for them, then <br /> <br />the prOblem should be re-opened, and re-considered. <br /> <br />Where <br /> <br />lands are developed they furnish employment for a large <br /> <br />number of men, and encourage home seekers to locate. We <br /> <br />are interested in this, not for any local reasoD, but on <br /> <br />broad grounds. <br /> <br />If we can develop ~rojects, which will <br /> <br />develo~ the state of California, and furnish employment to <br /> <br />a large number of men, we should do so. <br /> <br />As far as the location Of the dam is concerned, that <br /> <br />is a matter of enl',ineering, ancl we must, if we use good <br /> <br />judement, leave it to their decision. If their decision <br /> <br /> <br />is that it should je Black Canyon, or the boulder Canyon <br /> <br />site,-- if that is their decision, th6.t is where it should. <br />
