.

I

.

.

in my opinion we should not be bound by too many rules,
in a problem which offers th~ potential possibilities that

this one does.

I would put the proposition in this light.

That a certain apportionment be made of thc waters of the
Colorado River, for the lands within the basin, which can

be served by irriGation with those waters.

That a certain

apportionment be made for the Imperial Valley, takinG into

consideration the lands which are now irrigated, and will

have considerable immediate development.
If such rules arc adopted, they should not be final,

however.

There ou[ht to be a period set out 'in which to

reconsider them.

In other words, if certain states have

not developed their lands, have not put to a beneficial use,
the amount of water \mich has been set aside for them, then

the prOblem should be re-opened, and re-considered.

Where

lands are developed they furnish employment for a large

number of men, and encourage home seekers to locate. We

are interested in this, not for any local reasoD, but on

broad grounds.

If we can develop ~rojects, which will

develo~ the state of California, and furnish employment to

a large number of men, we should do so.

As far as the location Of the dam is concerned, that

is a matter of enl',ineering, ancl we must, if we use good

judement, leave it to their decision. If their decision

is that it should je Black Canyon, or the boulder Canyon

site,-- if that is their decision, th6.t is where it should.
