In response to this directive and Public

Law 89-234--Water Quality Act of 1965, the Bureau of Reclamation and the

Federal Water Pollution Control Administration agreed to conduct a cooper-

ative reconnaissance salinity control study of the Upper Colorado River Ba-

sin. At a joirr~ meeting on November 17, 1967, FWPCA representatives stated

funds were available .for Water Quality Research-Demonstration Projects,

and as a part of the Cooperative Salinity Control study they wouJ,d like

the Bureau of Reclamation to select a pilot, project for field testing and

demonstrating of each control method whenever a project had (l) a signifi-

cant salinity loading (5,0'00 tons per year), (2) a readily identifJable

source, (3) a minilaUJll of' water rights, rights- of-yay, and local prob1 ems,

and (4) no other person or organization obligated to control the salinity.

The purpose of a pilot project is to test various salinity control

'methods and to demonstrate that the salinity concent:-ation and loading of

the Colorado Rive:- can be reduced.

"'-{
0v Two flowing wells, the Meeker and Piceance Creek yells, near Meeker,
C
C\J Colorado, were selected as a pilot project to test and demonstrate the

.'

effect on salinity of plugging flowing wells. The property o,"ners, dOlm-

stream farmers, and residents of Meeker expressed a desIre to have th2

wells p1ueged.
