Type of action: <br /> <br />(X) Administrative <br /> <br />() Legislative <br /> <br />2. Brief description of action: <br /> <br />Public Law 87-590 authorized construction of the Fryingpan-Arkansas <br />Project, Twin Lakes Dam and Reservoir Enlargement and Mt. Elbert Fore- <br />bay are features of the Project located in Lake County about 13 miles <br />south of Leadville, Colorado. The dam and enlargement will provide for <br />regulation and storage of Project and other ,,,,ter destined for irriga- <br />tion and municipal and industrial use in the Arkansas Valley. Mt. <br />Elbert Forebay and TNin Lakes, the afterbay, are integrated with Mt. <br />Elbert Pumped-Storage Powerplant nON under construction to produce <br />peaking power. Initiul construction of the TNin Lakes Dam and Mt. <br />Elbert Forebay is scheduled in 1973 and 1974 respectively with both <br />scheduled for completion in 1975, <br /> <br />3. <br /> <br />Summary of environmental impact <md adverse environmental.effects: <br /> <br />. <br /> <br />Twin Lakes and Mt. Elbert Forebay, by providing water regulation and <br />storage space, will stimulate irrigation, municipal and power develop- <br />ment in the Arkansas Valley. Increases of over 950,000 visitor days <br />of use annually and about 34,500 man-days of fishing annually are <br />anticipated with full area development. <br /> <br />The reservoir enlargement and forebay will inundate 971 additional <br />acres of land and about one mile of stream. The operation of the Mt. <br />Elbert Pumped-Storage Powerplant Hill effect the physical, chemical <br />and biological components of the aquatic ecosystem of Twin Lakes. <br />Buildings of local historical interest to be removed include the James <br />Dexter Twin Lakes Cabin and the old Inter Lachen Hotel a.k.a. Inter- <br />laken Hotel. <br /> <br />4. Alternatives considered: <br /> <br />a. No construction. <br /> <br />b, THin Lakes Dam and Twin Lakes as originally authorized. <br /> <br />c. Elephant Rock Dam and Reservoir site. <br /> <br />5. Comments have been requested from agencies listed on pages ii and iii. <br />6.
