A wye junc- <br /> <br />tion structure appurtenant to the outlet works just upstream <br /> <br />from the river outlet control house, a 98-inch-diameter steel <br /> <br />pipe, control house with four 5-foot by 5-foot high pressure <br /> <br />gates, and chute and stilling basin will serve the Otero Canal. <br /> <br />Access to the outlet works gate chamber is provided by a shaft <br /> <br />and shaft house (Figure 4). <br /> <br />2. Mt. Elbert Forebay <br /> <br />The forebay will occupy a saddle on a ridge above Twin Lakes <br /> <br />Reservoir and will be created by a dam at its north end and a <br /> <br />.. <br /> <br />dike at its south end (see Figure 5), An outlet channel from <br /> <br />the southeast corner of the reservoir will connect to the inlet- <br /> <br />outlet structure for the powerplant penstock, <br /> <br />The rolled, earthfill forebay dam will be about 2.550 feet long <br /> <br />and 92 feet high. Crest elevation, for a 200 megawatt power <br /> <br />development, will be 9,652. The upstream face will be riprap- <br /> <br />ped from its crest down to elevation 9,610, five feet below <br /> <br />minimum water surface elevation 9,615. The 130-foot long earth <br /> <br />dike will be 11 feet high and will plug a low saddle at the <br /> <br />south end of the reservoir.
