<br />l''''~ ,~ <br />JUI" , .t.1 <br /> <br />Foreword <br /> <br />This is one 01 a series of waler policy studies that are part at the State Water Planning and Review Process. It <br />addresses alternative policies tor development of supplemental water supplies in Nebraska and is being forwarded <br />10 the Governor and Legislature lor action as deemed appropriate. <br />In most respects this report is the same as the final task force report prepared by the Conservation and Survey <br />Division althe University of Nebraska With the aid of an interagency task force. The Natural Resources Commission <br />has added a lransmiltalletter, this foreword. and a small section on the publiC hearing on this report. In addition, <br />some modifications were made in porlions of the report, especially the inlroductlon, summary. and Chapter 1, and <br />the addition of Alternative #27. Five Alternatives were also deleted Irom the original Task Force report because they <br />were adopted into law after that report was published. Their contents are now discussed as part of current policy. <br />However, the major change is the addition 01 the policy recommendations contained in the following section of this <br />report. <br /> <br />The interagency task lorce which helped the Conservation and Survey Division develop the data and alternatives <br />used in the linal task force report included: <br />Vince Dreeszen. Game and Parks Commission <br />The Conservation and Survey Division served as lead agency for the Task Force With Bob Kuzelka serving as <br />Task Force Coordinator. The Conservation and Survey Division was responsible for leading the work of the task <br />lorce and Writing the hnal task force report. <br />Non-task force members who contributed greatly to the report include Marilyn Ginsberg. Conservation and Survey <br />Division; Mark Nelson, Department of Water Resources; Mike Jess, Department 01 Water Resources; Charles Deknatel, <br />Department at Community and Regional Planning. UNL: Ray Supalla, Department of Agricultural Economics, UNL; <br />Dave Aiken, Department 01 Agricultural Economics, UNL; and Tom Cech, Water Resources Center, UNL. <br />Following initial consideration 01 the task force report the Commission distributed a draft report lor pUblic review <br />on March 28,1983. The publiC comment period concluded June 17th. Public meetings on the report were held on <br />May 31 in Ogallala and June 1 in Grand Island. A public hearing was held in Norfolk on June 2. Summaries of the <br />hearing and meetings are available as a special section at the back 01 thiS report. <br />The Public Advisory Board devoted considerable time to diSCUSSion of the task force report and provided the Com- <br />mission with a number of recommendations. In addition, written comments were received from members of the publiC <br />representing either themselves. or particular organizations. All such comments are on tile althe oH!ce of the Com- <br />mission and are avaitable for review. <br />
