However, we would like to suggest that you add some language to <br />Chapter 3 - Affected Environment and Environmental Consequences, At present, <br />there is no discussion with respect to Water Rights and the potential <br />impacts upon the ability of the Aspinall Unit to meet downstream obligations <br />except in the Summary section on page 20, We believe that a statement on <br />Water Rights, similar to that which appears on page 16 of the September 2001 <br />EA on the Cimarron Dredging Project, is appropriate, and should be added to <br />ensure lhatlhe proposed action explicitly has no impact on water rights or <br />upon Aspinall Unit water deliveries. <br />
