<br />000759 <br /> <br />should be added to ensure that the proposes action explicitly has no impact on water rights or <br />upon Aspinall Vnit water delivers. <br /> <br />Response: This statement will be added to the final EA. <br /> <br />Western Area Power Administration (WAPA): l)...the EA should better identify the criteria <br />that will be used to determine at what point sediment levels or changes in water quality are <br />excessive. Western would like to work with Reclamation to determine at what point sediment <br />suspension becomes a significant problem. <br /> <br />2) During the scheduled trask rack cleaning project..., Reclamation will be (with approval from <br />the Secretary) conducting test releases at Glen Canyon Dam. During the this test, if sediment <br />becomes a concern in the Gunnison River and Reclamation halts releases at Blue Mesa and/or <br />Morrow Point, or reduces releases significantly, this will cause and immediate and significant <br />impact to the operation of the CRSP power system. <br /> <br />Response: Reclamation welcomes WAPA's participalion in investigating impacts as a result of <br />increased sediments, Reclamation will be documenting water quality changes during the project <br />and will be consulting with CDOW and TV. W APA is invited to participate in these <br />consultations. <br /> <br />A conference call on July 30, 2002 between the W APA and Reclamation discussed W APA's <br />concerns with project impacts on the operation of the CRSP power system during the Glen <br />Canyon test flows, W APA would be consulted before release adjustments are made. Also <br />discussed was the issue that if peaking releases result in significant sediment loads in the <br />Gunnison River below Crystal, it may be necessary to temporary stop the reservoir draw down, <br />or postpone the draw down until after the Glen Canyon test flows 10 avoid a significant impact to <br />the CRSP power system, <br /> <br />Bureau of Land Management: ...change Gunnison Gorge Special Recreation Area to <br />Gunnison Gorge National Conservation Area, and ...26 miles to 23 miles. <br /> <br />Response: Corrections made in Final EA. <br /> <br />Colorado Division of Wildlife (via telephone conversation with Sherman Hebein on <br />7/22/02): .. ,concerned that Reclamation keep a close watch on the water quality, Colorado has a <br />lot of drought related fish problems this year, and water quality problems in the Gunnison would <br />be very unwelcome, <br /> <br />Consultation with other Agencies <br /> <br />Reclamation staff continues to informally coordinate and consult with the V,S, Fish and Wildlife <br />Service, Colorado Division of Wildlife, National Park Service, Bureau of Land Management and <br />Western Area Power Administration.
