14-Montrose Daily Press-Thursday, May 11, 1978

CRSP essential
to Dallas Proiect

Without the CAJloradoRiver
Storage Project lCRSP), the
Dallas Creek Project could
not have been authorized,
funded,orconstructed.
Although the basic plan for
the DallasCreek Project was
first announced in a recon-;
naissance report back in 1951'
as the Dallas Creek Unit or'
the Gunnison River Project,
bringing the plan to reality
was frequently delayed
because of high construction
costs, necessitating changes'
and redesign of project'
features, and fund shortages.
Thesedifficultueswerenol
peculiar to the Dallas Creek
Project. Many other large
and small water proje<:ls _
including Dolores, Paonia,
Smith Fork, and Silt - were
also delayed for many years
before construction got un-
derway.
Another difficulty was the ~
water supply. I
If all potential projects
were built, they would be sub-
ject to curtailment of their
water supply in case of,
drought as, according to the
1922 Colorado River Com-'
pact, an average of 7-1h
million acre-feet {If water
must flow each year to the:
Lower Basin States of
Arizona, California, and
Xevada,
Thus, in case of a severe
drought, practically all the
river's now would have to go
downstream. :
, The Compact appor:.iooed
7.lJ.I million acre-feet each to
lbe Upper Basin and Lower
Basin which are divided at:
Lee's Ferry, Arizona. i
, - Lee's Ferry is located at a I
point approXimately one niile
below the mouth of the Paria
River and a few miles south :
of the Utah-Airzona boun-:
dary on the mainstem of the
Colorado River.
The answer to the funding.
and water supply was the.
Colorado River Storage Pr~
ject, designed by Bureau of I
Reclamation officials in the
1940's and 1950's.
