<br />TABLE 5 <br /> <br /> <br />CC225ii <br /> <br />. <br /> <br />The optimum scale of development, 100-year flood protection, <br /> <br />incidentally provides 38-year protection against floods originating <br /> <br />on the Arkansas River and Two Butte Creek. The excess benefits and <br /> <br />project first costs for this protection are $42,600 and $878,000, <br /> <br />respectively. Additional protection against the Arkansas River and <br /> <br />Two Butte Creek flows can be accomplished by incremently increasing <br /> <br />the levee height along the Arkansas River. As shown in Table 5, the <br /> <br />optimum second added increment is standard project flood protection <br /> <br />which develops $9,900 excess benefits and first costs equal to $249,000. <br /> <br />However, project first costs for the combined first and second increments <br /> <br />are $1,127,000, which also exceed the local interests' financial <br /> <br />capabilities. Reducing the second added increment to 100-year flood <br /> <br />protection provides a project the local sponsor can financially support. <br /> <br />This increment provides $400 excess benefits with the first costs equal to <br /> <br />$101,000.
