.

Assessment of the social, economic, and environmental effects

of all the alternative measures are presented in Table 1,

ENVIRONMENTAL QUALITY PLAN

The environmental quality plan must meet the planning objective,
prevention, or reduction of flood damages at Holly, while making the
most significant contribution to preserving, maintaining, restoring,
or enhancing the cultural and natural resources of the study area and
cause the least adverse environmental impact. These parameters have

been studied carefully for the Holly project and it is felt a levee

plan would qualify as the Environmental Quality Plan.

The environmental assessment indicates that a levee plan would

eliminate a serious public health hazard, reduce potential pollution

sources and protect human life. It would not impact upon any

national park, wildlife refuge, or migration route, nor have an adverse

affect on any rare or endangered plant or animal species. The plan

would not lead to the relocation of any residents, nor produce a

discernible change in local life patterns. Aesthetic alterations would

accrue to the construction of a levee, however, these impacts are no

more unacceptable than the periodic visual degradations produced by

floodwater, mud, grav~.and silt on natural as well as man-made resources.

Therefore, this plan is considered worthy of further investigation.

.

18
