<br /> <br />. <br /> <br />Assessment of the social, economic, and environmental effects <br /> <br /> <br />of all the alternative measures are presented in Table 1, <br /> <br />ENVIRONMENTAL QUALITY PLAN <br /> <br />The environmental quality plan must meet the planning objective, <br />prevention, or reduction of flood damages at Holly, while making the <br />most significant contribution to preserving, maintaining, restoring, <br />or enhancing the cultural and natural resources of the study area and <br />cause the least adverse environmental impact. These parameters have <br /> <br /> <br />been studied carefully for the Holly project and it is felt a levee <br /> <br /> <br />plan would qualify as the Environmental Quality Plan. <br /> <br /> <br />The environmental assessment indicates that a levee plan would <br /> <br /> <br />eliminate a serious public health hazard, reduce potential pollution <br /> <br /> <br />sources and protect human life. It would not impact upon any <br /> <br /> <br />national park, wildlife refuge, or migration route, nor have an adverse <br /> <br /> <br />affect on any rare or endangered plant or animal species. The plan <br /> <br /> <br />would not lead to the relocation of any residents, nor produce a <br /> <br /> <br />discernible change in local life patterns. Aesthetic alterations would <br /> <br /> <br />accrue to the construction of a levee, however, these impacts are no <br /> <br /> <br />more unacceptable than the periodic visual degradations produced by <br /> <br /> <br />floodwater, mud, grav~.and silt on natural as well as man-made resources. <br /> <br /> <br />Therefore, this plan is considered worthy of further investigation. <br /> <br />. <br /> <br />18 <br />
