Also, under any system of flood warning and forecasting, <br /> <br />no matter how extensive or elaborate, sufficient time may not be <br /> <br />available to take adequate precautions, especially in the study area <br />where thunderstorms can occur in a very short time and cause very <br /> <br />high peaks in a short duration of time, <br /> <br />Permanent evacuation of the flood plain areas could be used to <br />reduce the flood hazard, This measure could involve removal of all <br />buildings and personal property within the town of Holly and relocating <br />them to an area not exposed to flooding. In addition to the adverse <br />effects on the residents, the benefit-cost relationship of relocating <br />the entire community equals 0.12. Therefore, evacuation does not <br />appear to be a practical or feasible solution, <br />Planned development and management of flood hazard areas can be <br /> <br /> <br />accomplished by a variety of means, including zoning, building codes, <br /> <br /> <br />flood proofing, and urban redevelopment. Selective zoning could insure <br /> <br /> <br />the most beneficial use of the flood plain lands while safeguarding <br /> <br /> <br />the health, safety and welfare of the community, Also, designated <br /> <br /> <br />floodways could be established for the floodway zone. However, since <br /> <br /> <br />most of the existing town lies in the flood plain, zoning is not a <br /> <br /> <br />practical solution to the flood problem, A well-written and properly <br /> <br /> <br />enforced building code can effectively reduce damages to buildings <br /> <br />14 <br /> <br />. <br /> <br />. <br />
