<br />30 years. with the revised depletion schedules, the probability of <br />the reservoir system refilling, thus requiring excess releases to <br />be made to Mexico, is over 50 percent within the next 10 years, <br />over 65 percent within 15 years, and over 85 percent within 30 <br />years. <br /> <br />In the interest of interstate comity, the 1992 Annual <br />Operating Plan will provide Metropolitan assurances that it can <br />divert up to 1.3 maf annually from the Colorado River as long as <br />the total consumptive use from the mainstream of the Colorado River <br />does not exceed 5.2 maf for California. <br /> <br />IV. CONCEPTUAL APPROACH <br /> <br />The conceptual approach, as described below, identifies those <br />elements to be included in a framework for agreement necessary to <br />assure Metropolitan that it will be allowed to divert up to 1.3 maf <br />of water per year through its Colorado River Aqueduct through 2010. <br />This approach protects the other Basin states' rights to develop <br />use of their compact apportioned water as efforts continue to be <br />undertaken by Metropolitan and other California water agencies to <br />permit Metropolitan's requests for water from the Colorado River to <br />be met from within California's basic apportionment of 4.4 maf. <br /> <br />A. Metropolitan/Basin states' Aqreement <br /> <br />In the interest of interstate comity and to provide the State <br />of California with an assured water supply for Metropolitan while <br />California reduces its diversions from the Colorado River, <br />Metropolitan has prepared a program to demonstrate how it plans to <br />meet its growing demands in future years in which California is <br />limited in its diversion of Colorado River water. Metropolitan <br />agrees to pursue implementation of that program or variations <br />thereof to achieve the necessary reductions in California's <br />diversions, in return, the other Colorado River Basin states _ <br />Arizona, Colorado, Nevada, New Mexico, Utah and Wyoming agree to <br />not oppose Metropolitan receiving up to 1.3 maf of water from the <br />Colorado River through the year 2010; provided that the total <br />annual consumptive use of Colorado River mainstream water within <br />California does not exceed 5.2 maf through 1993, 5.0 maf through <br />1996, 4.8 maf through 2000, 4.6 maf through 2005, and 4.5 through <br />2010 unless there is available apportioned but unused water within <br />the Lower Division states and/or there is a surplus condition on <br />the Colorado River as generally described in section III G. on <br />"Water Pumped or Released from Lake Mead". The proposed reductions <br />of Colorado River water deliveries by California are displayed <br />graphically on Figure 2. <br /> <br />13 <br />
