.

.

.

OOJJ85

1.0 PIKE'S PEAK REGIONAL EARLY FLOOD WARNING SYSTEM

Flash floods that commonly occur in the front range of the Colorado Rockies
give precious little time for communities to prepare. Time is critical.
Your flood warning system must be the most responsive system available. The
time necessary to detect, communicate, analyze, and warn must be reduced to
the minimum possible in order to maximize the time available to respond.

Sierra/Misco specializes in creating systems that meet the strict test of
time. Our highly acclaimed Enhanced ALERT flood warning systems are
designed specifically to help communities to maximize their opportunity to
save lives and reduce property damage. We believe that the Enhanced ALERT
flood warning system from Sierra/Mis co is the most appropriate technology
for flood warnings in the Pike's Peak Region.

The ALERT technology uses the storm itself to determine how fast and how
often to report its information to you. The harder it rains. the harder
ALERT works for you. The system responds exactly as storm intensity
changes. The highest intensity portions of storms are precisely and
immediately identified.

The ALERT technology is also ideal for sharing information between base
stations in the same community or with other communities. System growth is
easy and resources can be shared. The potential for regional participation
is optimized.

Two approaches are presented in the following sections. First in Section 2,
we have proposed a primary configuration that meets or exceeds the
requirements specified in the Request for Proposals. our second proposal
consists of a wide array of options for Enhanced ALERT that are now
available. These options (Section 6) provide you with opportunities to
make the Pike's Peak Region System an even more effective public safety
tool at prices we're certain that you'll find attractive.
