OlJiJ~:n

BRIEFING ON W A STEW A TER RE-USE

. Dave Akers of the WQCD briefed the Forum on the work of the WQF's sub-committee
on wastewater re-use. (Overheads available on request from Ken Torp.)
· Comments: California's Title 22 not based on risk-based science, rather it is based on
treatment technology. Colorado Springs has done some risk assessment analysis which
would suggest more lax fecal chloroform limits, i.e., 200-500/m1. A thorough risk analysis
probably should precede any regulations requiring expensive investment in re-use
technology. (Colorado Springs has peer-reviewed epidemiology study and 30 years of
experience which should "trump" the basis on which California developed its Title 22.)
. Some inclination to determine standards based on need to assure public and to respond to
perceived risks.
. Issue raised about cost ofre-use water and need to be competitive with non-reuse water.

TMDL's AND F.A.C.A

. Tad Foster and Mark pifher briefed the Forum on the FAC.A report.
. Executive Summary ofFACA report (and minority report) available from Ken Torp.

NOVEMBER 5 MEETING AGENDA

. ANPRM
. Election de-brief
. Effiuent toxicity litigation settlement
. Updates

wqf107.gm

4
