<br />Tai 1 race "Check" Structure <br />And By-Pass Channel <br /> <br />Descri pt i on <br /> <br />These features consist of a triple radial gate structure across the tail- <br />race of the Palisade Pumping Plant, together with a By-pass Channel leading <br />upstream about 1200 feet to the Colorado River. <br /> <br />By operating the radial gates, water from the tailrace can be elevated and <br />diverted upstream into the Colorado River above the Grand Valley Irrigation <br />Company Dive rs i on Dam. <br /> <br />Operating Criteria <br /> <br />Operation of the "check" structure is a private arrangement among the United <br />States, Grand Valley Water Users' Association and Orchard Mesa Irrigation <br />District and is not a condition of any water right or requirement of law. <br /> <br />Following conditions are involved in any decision to operate the "check": <br /> <br />520,g, <br />~ <br />,1,4 D,.Z.~ <br /> <br />1. When the natural flow of the Colorado River measured at Cameo, to- <br />gether with inflows from Rapid Creek and Plateau Creek, falls below <br />2260.28 c.f.s. (Government High1ine Canal 1620 c.f.s. plus Grand <br />Valley Irrigation Company 640.28 c.f.s.) t~iver is then subject <br />to "call" by Grand Valley Irrigation Company. <br /> <br />2. Grand Valley Project and Grand Valley Irrigation Company should <br />continue to divert under their senior rights and Junior Appropriators <br />should operate as required to meet the "call". <br /> <br />" <br /> <br />3. Junior Appropriators who have the right, can call for water out of <br />Green Mountain Reservoir until that source is exhausted and must <br />then shut off. Grand Valley senior rights when shorted by natural " <br />fl ow under the "ca 11" may also request Green Mountai n Reservoi r <br />water in accordance with Senate Document 80. When the river is on <br />"call" junior rights should be shut off as required until replace- <br />ment water from Green Mountain Reservoir has arrived at their, <br />diversion points. <br /> <br />4. When the natural flow of the river as described above drops below <br />2140.81 c.f.s. (Gov. H.C. 1620 + G.V.I.Co. 520.81) senior rights <br />of the Grand Valley Irrigation Company can be diverted out of the <br />Colorado River at the Grand Valley Project Diversion Dam, thru the <br />Government High1ine Canal and the Orchard Mesa Power Canal for power <br />ann pumping purposes. The "check" is then implemented to divert the <br />water back into the river upstream of the Grand Valley Irrigation <br />Company Diversion Dam. <br /> <br />l.!!1Eact Of Operating The "Check" <br /> <br />When the "check" is implemented, water in the tailrace of the Grand Valley <br />Power Plant and Palisade Pumping Plant is elevated about 8-9 feet. This <br />reduces the operating head on the turbines and has a significant negative <br />impact of about 15% on the generation of power and delivery of irrigation <br />water: The loss of irrigation water has to be made up by supplemental <br />
