003339

CHAPTER 1:1

POTENTIAL rnR1GATIGN DEVELOPMENr

.

Plan C. - -PIa::! C would develop a supplemental water supply for 3,240
acres of presently irrigated lands located north of Pagosa Springs alonG
Fourmile end McCabe Creeks. In addition :i. t would provide a f'ull irriga-
tion supply for 3,190 acres of land lying west of Pagpsa Springs that
~ere included as a part of Plan A-2.

The presentlf irrigated lands in Plan C are furnished a partial
water supply from Fourmile and Turkey Creeks. These streams, as well as
McCabe Creek, would provide the project water supply. The available run-
off at the project diversion and storage sites was estimated by correla-
tion and altitude-runoff relationships in a manner similar to that de-
scribed in Chrlpter II for the Piedra River stream syotem. The strean-
gaging station on Turkey Creek near Pagpsa Spnngs wi th l2-'~ years of record
was used as a key station in the runoff correlations.

The project lands located along Fourmile and McCabe Creeks were
included as a part of the reconnaissance land classification survey of
the Upper Colorado River Basin described in Chapter II. These ~nds are
similar to the lands in the O'Neal Park area included in the adopted plan.

.

A storage dam would be constructed on Turkey Creek in sec. 26, T. 37
N., R. 1 W. to form a resen-oir with an active capacity of 2,500 acre-feet
and a total capacity of 2,700 acre-feet. A 35-second-foot canal would
di vert from Turke;,' Cree!, approximately 2 mUes below the reservoir and
extend to and siphon across Fourmile Creek. At this point water from
Fourmile Creek would be di verted into the ~anal. The capacity of the
remainder of the canal extending to the potential McCabe Reservoir on
~lcCabe Creek would be 70 second-feet. McCabe Reservoir would have an
active capacity of 4,300 acre-feet and a total capacity of 8,000 acre-
feet. O'J.tlet canals, farm laterals, and drains would cost approximately
$150 for each acre of new land.

No records of past diversions are available for the presently irri-
gated lands along FOUl'mile and McCabe Creeks. For the purposes of this
analysis the project was assumed to furnish half of the total water supply
for these lands and therefore their per acre project benefits were con-
sidered to be half of those estimated for new lands. Fro~ contacts with
farmers in the area these assumptions are believed to be liberal or possi-
bly to favor the project. The resulting neut:f:!t-c.ost ratio fc., l';an C,
however, was estimated to be only 0.71 to 1.

S,umnary. --Comparative results of the studies made of the irrigation
alternative plans are summarized in the table on the following pa.ge.

.

35
