O. ':, ')('i
') \.. _, __' i

.

Irrigation possibilities from Turkey, Fourmile, and McCabe
Creeks that enter the San Juan River upstream from the Piedra River
were briefiy explored since these streams could serve some 01' the same
lands as the O'Neal Park project. A plan for the utilization of water
from these three creeks is described as Alternative Plan C in Chapter
III. None 01' the alternative irrigation plans studied are as favorable
as the plan presented in this report.

For convenient record in the event of future use of this
report as a guide to further investigations, some of the assumptions
previously referred to as 1'avorable to the O'Neal Park project are
outlined below.

1. Certain restrictions 01' senior water rights were assumed
1'or the benefit of the project.

2. Flows of some intermittent side streams which might be
found impractical to divert were assumed to be available for proj-
ect use.

3. Project lands wi tbout irrigation were aSS1.lIlled to be
suitable only 1'or pasture, whereas dry farming now practiced on
a limited scale may spread, thus reducing the net benefits from
project development.

.

4. The high elevation, steep side slopes, general terrain,
and geologie conditions along the route of the reservoir feeder
canal may present construction and operation problems beyond
those assumed in the cost estimates.

5. The lands may be less desirable for irrigation farming
than is indicated by the somewhat outdated standards of the
reconnaissance land classification of 1933 on which the report
is based.

In vie" 01' the 1'1ndings of this report, further investiga-
tions of any 01' the plans presented do not appear to be warranted at
present. Changing economic conditions may justify a reappraisal at
a future time. It is recommended that copies of this report be fur-
nished to interested Federsl agencies and the State of Colorado and
through the State to local interests.

/ s/ William F.
