This replacement
release would be made during the months of October, April, July, August and
September.

Releases from Ruedi Reservoir will always be equal to the minimum fish
bypass or the undepleted inflow to the reservoir, whichever is least, plus
operational releases to maintain pool elevations, provide storage space for
flood control, or for special uses downstream. When sales of reservoir
water are made, there will also be releases to provide this water as
required.

At the present time there have been no long term sales of reservoir water
and no replacement requirements for diverted water to the Arkansas. In the
interim, operation of the reservoir has been primarily to satisfy the
incidental purposes of flood control and recreation. As shown in Table 1,
Column 8b, operational releases above the minimum required have been made in
every month. The demands for replacement water for Battlement Mesa
depletions were less than the operational releases from Ruedi Reservoir for
all months in 1976-1978 except for July and August, 1977. Thus, by
comparing Battlement Mesa demands in Column 8d, Table 1, with the
operational releases in 8b, it is evident that present operation policies
could accommodate a sale to Battlement Mesa virtually all the time.

(14)
