'~j: -,1.;_,,,, The river water calls which would affect the Dow Pumping Plant and Pipeline were derived from Run 2, Table E-l, ("Dow Pumping Plant and Pipeline-Monthly Direct Diversions Yields") in the 1977 CORSIM II report. The CORSIM simulation of the Colorado River under future conditions using the "Colony Model" was verified as to reliability by comparing the results with Wright Water Engineers' forecasts made for Colony Shale Oil Project in 1964, 1965, 1972 and 1973. The investigations by Wright Water Engineers were made prior to the Fleming studies. A summary of this verification, based primarily on the 1965 Wright Water Engineers' work, follows. Wright Water Engineers' 1965 work for Colony Shale Oil Project was based on previous studies by R.J. Tipton, W.W. Wheeler, and Wheeler and Wright. The months and magnitude of surplus at Cameo were computed by R.J. Tipton for the Denver Water Board for the years 1931 through 1954. The study was done in 1957 and used in a subsequent study by Wheeler and Wright in 1959. The investigations took into consideration anticipated increased depletions by transmountain diversions and other uses, and superimposed these assumptions on the actual flow records at Cameo. In the 1965 study for Hughes Reservoir the Wheeler and Wright data was extended through 1960, and additional dep let ions were deducted to account for unconstructed Water and Power Resource Service projects, senior oil shale diversions, and other uses. The 1965 study by Wright Water Engineers estimated the flow surplus at Cameo that would be available for various oil shale rights that were decreed in the 1950's and 1960's. Several future assumed conditions were used to estimate the water available for oil shale uses. These assumptions consist of a series of progressively more conservative conditions regarding increasing depletions and transmountain diversions. (8)
