<br />OGIJ1{ <br /> <br />40. <br /> <br />., <br /> <br />(c) A further outline of physical facts and technical <br />knowledge regarding the occurrence, movement and <br />recovery of ground-waters which may be used to de- <br />fine the relation between those waters and their use <br />and the existing rights to uses of surface water. <br /> <br />,> <br /> <br />(d) Based on such review and the facts which are found to <br />exist, the preparation of laws to protect existing rights <br />and to govern the acquisition, the nature, the use and <br />the administration of water rights. Adequate consid- <br />eration must be given, in the drafting of these laws, <br />to the relationship existing between the uses of sur- <br />face and ground waters. <br /> <br />4. That the Director of the Department of Natural Resources <br />provide for complete coordination and liaison between the <br />several technical phases to be covered by the "task group" <br />utilizing, in addition to the technicians under contract, the <br />available talent from the offices of the Attorney General, <br />the State Engineer and the Water Conservation Board. <br /> <br />" <br /> <br />5. That the Director of the Department of Natural Re sources, <br />or such "task group" coordinator as may be designated, <br />consult with the Colorado Water Investigation Commission <br />from time to time during the progress of the program so <br />that the water user interests may be kept informed and be <br />given opportunity to offer such suggestions as may be <br />pertinent. <br /> <br />The present and future prosperity and economic growth of Colo- <br />rado depend upon the conservation and best utilization of its water re- <br />sources. Since water is the property of the people of Colorado, opportun- <br />ity must be given for full public discussion and consideration of the pro- <br />posals to the end that the legislature of the State will, for the general <br />welfare, be encouraged to adopt an improved water code. <br /> <br />I <br />I <br />i .' <br />I <br />I . <br /> <br />- 3 - <br />
