With ade- <br />quate hydrologic data, reliable estimates of the quantity of <br />water that can be made availabLe on a firm annual basis by <br />coordinated or conjunctive operation of surface and subsurface <br />storage or, alternatively by operation of the ground water basin <br />alone, can be formulated. <br /> <br />. <br /> <br />~;:. ~;: * <br /> <br />Historical development of many ground water reservoirs has <br />resulted in conflict between those pumping from ground water <br />and those diverting from surface water supplies. Wherever <br />ground water discharges into or is recharged from a stream, <br />the utilization of ground water from the basin is likeLy to modify <br />the natural regimen of stream flow. As development of the <br />underground reservoir progresses toward full utilization, <br />disagreements will increase, particularly in areas where <br />the ground waters and surface waters are intimately related.
