Wherever <br />ground water discharges into or is recharged from a stream, <br />the utilization of ground water from the basin is likeLy to modify <br />the natural regimen of stream flow. As development of the <br />underground reservoir progresses toward full utilization, <br />disagreements will increase, particularly in areas where <br />the ground waters and surface waters are intimately related.
