An act authorizing the organization of a ground water con- <br />servation district for ground water management, conservation and re- <br />charge upon petition of the landowners merits serious consideration by <br />the incoming legislature. Additional research and consultation with the <br />legislative committees is needed before the drafting of such an act can <br />be undertaken. <br /> <br />7. A study commission for preparation of an integrated or mas- <br />ter plan for a river basin and the preparation of legislation after full <br />consultation with federal, state and local government agencies, ditch <br />companies and cities and towns merits serious consideration by the <br />assembly. <br /> <br />8.
