<br />G ;11 t r\ (\ <br />V.L to, <br /> <br />. <br /> <br />owner and ground water user is given an opportunity to present his <br />proposed solution of the problem: Throughout the areas of extensive <br />ground water use, hearings should be held and should be reported in <br />competent fashion as are the meetings of the Colorado Water Conser- <br />vation Board. <br /> <br />. <br /> <br />. <br /> <br />Competent research in the ground water field as to physical facts, <br />law, economics, and public administration does not of itself secure the <br />adoption of a good ground water program. The need for active participa- <br />tion of the ground water user commencing at the local level on through <br />the various proposed organizational steps have been emphasized through- <br />out the meetings of the advisory committee. Participants at the Ground <br />Water Section of the Western Resources Conference and the authors of <br />the many papers submitted on the subject from various authorities in the <br />field all emphasize the need of local participation, adequate public <br />knowledge, and wide public support. Any task force to which this prob- <br />lem is assigned should be given adequate means of recording the comments <br />of those who participate. Keeping a record for future reference is im- <br />perative. <br /> <br />The water shed associations with the help of the Extension Ser- <br />vice, the local ditch companies, the county agents. and the county <br />commissioners gathered a great deal of information. Their cooperation <br />should be secured. Some such system supplemented by adequate re- <br />porting would give the task force a sound basis for its deliberations. <br />In addition, the cooperation of the press, including the metropolitan <br />newspapers, in dissemminating the information so developed is a great <br />need. <br /> <br />Federal and state agencies have done an excellent job in gathering <br />a great deal of information. They and the many competent men and women <br />who have worked for a sound ground water program and adequate legislation <br />have not been able to educate the public at large and ground water users <br />in particular of the soundness' of the work which they have done, nor the <br />possible solutions which they can provide. <br /> <br />. <br /> <br />Any success attendant upon the efforts of the consultants is <br />primarily because of the active participation of the advisory committee. <br />Our sister states, the federal agencies, the state agencies of Colorado, <br />the Extension Service, and Colorado State University have responded <br />generously to our requests.
