Should a different theory of law be applied to replenishable <br />aquifers from that applied to non-replenishable aquifers? Is the same rule <br />of law to apply to the alluvium on the South Platte Valley, the Arkansas <br />Valley, the Rio Grande Valley, as well as other river basins in Colorado, <br />the num erous ground water aquifers in the San Luis Valley, the artesian <br />aquifers in the Grand Junction area, Denver and other areas and the high <br />plains of eastern Colorado? <br /> <br />.' <br /> <br />Problem s of public administration include: the number and type <br />of organizations or districts to be provided for at the state, federal and <br />local levels; the exercise of the sovereign powers of the state under exist- <br />ing provisions of the constitution and statutes, and the division of functions <br />and authority between the state agencies. Should the existing state agencies <br />continue to operate as they do now or should they be combined into one agency? <br />What is the function of the many federal agencies, the counties, the cities, <br />the towns, the irrigation districts, the mutual ditch companies, the soil <br />conservation districts, the conservancy districts, and the voluntary local <br />organizations? <br /> <br />.' <br /> <br />Ground water problems are dealt with in some manner by the follow- <br />ing agencies of the State of Colorado: The Colorado Department of Natural <br />Resources and the agencies within the department, the State Engineer, the <br />Colorado Water Conservation Board, the Colorado Ground Water Commission, <br />the Colorado Geological Survey, the Weather Control Commission, the <br />State Soil Conservation Board, the State Park and Recreation Board, The <br />Game and Fish Commission, the Colorado Bureau of Mines, the Oil and <br />Gas Conservation Commission; the Attorney General; the Colorado De- <br />partment of Public Health; the Colorado State Department of Agriculture; <br />and The Public Utilities Commission. <br /> <br />. <br /> <br />Federal agencies operating in the state with some ground water <br />duties are: Department of Interior, Ground Water Branch, United States <br />Geological Survey, Surface Water Branch, United States Geological Sur- <br />vey, Bureau of Reclamation, Fish and Wildlife Service, and Bureau of <br />Sport Fisheries and Wildlife; U. S. Department of Agriculture, Soil <br />Conservation Service, Extension Service, Forest Service, the Agricultural <br />Stabilization and Conservation Committee, Rural Electrification Adminis- <br />tration; U. S. Department of Commerce, the Weather Bureau; U. S. <br />Department of Defense, Corps of Engineers; U. S.
