Witte <br /> <br />Winter storage in John Martin Reservoir began at 0001 hour, November 1, 1988. <br />At that time the conservation pool was empty, and the reservoir accounts contained <br />78,983.57 af distributed as follows: 71,550.60 af .in Agreement Accounts and <br />7432.97 af in the Permanent Recreation Pool. Winter storage ended at 2400 hour, <br />March 31, 1989. During this period 53,504.93 af was stored. This water was <br />allocated to various accounts as specified in the Operating Plan, adopted by <br />the Compact Administration on April 14, 1980. <br /> <br />Summer storage began at 0001 hour, April 1, 1989, and ended at 2400 hour, <br />October 31, 1989. During this period 17.464.96 af was stored. 1,805.40 af of <br />this was Frying Pan-Arkansas Project water stored for and released to the City <br />of Lamar under an agreement approved by the Compact Administration. The rest <br />was distributed to accounts under the 1980 Operating Plan.. <br /> <br />At the close of the compact year the reservoir accounts contained 27,406.78 af, <br />which is nearly 50,000 af below the storage level of one year ago and is the lowest <br />the reservoir has been since 1982. <br /> <br />The transfer of excess water remaining in the Kansas transit loss account <br />at the end of the irrigation year (See paragraph 5 of Agreement between Steven <br />Frost and Steven Witte, dated December 3, 1988) was deferred by mutual consent <br />of the parties, pending reconsideration of the matter by the Compact Administra- <br />tion on December 12, 1989. <br /> <br />A new feature has been added to the report this year. At the request of <br />the Operations Committee, Table XII has been inserted which provides the same <br />information as Table XI, except that it has been summarized by 'runs to Kansas'. <br />Table XIII, (which was included for the first time in the 1988 report as Table XII) <br />shows the amount stored in each reservoir account at 2400 hour; October 31, 1989. <br /> <br />The other summary tables reflect the status of various accounts during the <br />season. Also included are daily and monthly sheets of all. accounts. <br />
