The Hydrologic Subcommittee was established by the <br />Arkansas-White-Red Basins Inter-Agency Committee on 28 July 1950. <br />The establishing resolution assigns a general duty to make a report <br />on analysis of available basic hydrologic data, The same resolution <br />established a specifio duty to make an initial report "limited to the <br />determination of the availability and quality of surface and ground <br />water at critical locations with particular emphasis given to state <br />boundaries." The general locations specified in the resolution were <br />confined to the western portion of the area under consideration where <br />there is a lack of water for all uses, and where jurisdictional prob- <br />lems, ~noluding those of an interstate nature, are of primary impor- <br />tance. In carrying out its instructions for preparation of the in- <br />itial report, the subcommittee has taken full oognizance of all <br />rights, including Indian rights, and rights vested and existing by <br />virtue of appropriation or riparian ownership under state laws, and <br />of preferential rights to water uses under Federal laws, including <br />existing or proposed interstate compacts. <br /> <br />, <br />" <br /> <br />Summary. The quantity of surface water vhich has existed at <br />critical locations, vith particular emphasis given to state bounda- <br />ries, is reported in this initial report. An analysis of state and <br />Federal laVEl, to indicate vhether this existing water may be con- <br />sidered available for use, is included in Chapter 4, and is supple- <br />mented by detailed statements from each states relative to the state <br />laYS, Appendix A. The quantity of surface water at all specified <br />locations is summarized in Table 1-1; the same data are amplified in <br />sell8rate tables for each station, pages 3-5 to 3-29, inclusive. <br />Chapter 3.
