<br />~ SCS McElmo Creek salinity Control Unit Impacts <br /> <br />The hydrologic impacts associated with this unit are <br />discussed in my May 26, 1989 memorandum. This memorandum <br />serves only to further define and clarify some of the impacts <br />referenced therein. <br /> <br />The hydrologic impacts resulting from the SCS McElmo Creek <br />project will be reflected for the most part in the stream gages <br />operating on McElmo Creek. The exception will be those impacts <br />associated with work in the Navajo Wash area. <br /> <br />Impacts of the SCS program on return flows from the Yellow <br />Jacket Canyon area will be reflected only in the McElmo Creek <br />gage near Bluff, Utah with respect to surface runoff. However, <br />because the groundwater generally moves to the southwest, <br />groundwater return flows from the Yellow Jacket basin may also <br />be reflected at gages 09372000 and 09371700 on McElmo Creek. <br /> <br />Based on this additional analysis, I believe the stateline <br />station (09372000) on McElmo Creek will see at least a 25.000 <br />acre-foot reduction in flows with project implementation. The <br />McElmo Creek gage near Bluff, Utah should see an estimated <br />30,000 acre-foot reduction in flows with project implementation. <br /> <br />. <br /> <br />This would mean a dry stream in 1977, and a nearly dry <br />stream in 1981. Historic 1977 or 1981 conditions will become <br />more the normal or average condition. This will undoubtedly <br />cause adverse impacts to the water users on lower McElmo Creek <br />and also adversely impact riparian habitat along lower McElmo <br />Creek. <br /> <br />DRS/bj <br /> <br />. <br /> <br />-3- <br /> <br />002086 <br />
