What will impacts to downstream water rights be? <br />How will the impacts to downstream water right be <br />mitigated. or more importantly do they even have to <br />be mitigated? <br /> <br />Problem 5. The Salinity Control Program experiences a <br />significant delay if not the loss of a key program <br />component into which considerable effort has been <br />invested if these issues can not be mitigated or <br />avoided. <br /> <br />Conclusion <br /> <br />The bottom line is that with USDA project implementation on <br />McElmo Creek you are essentially sacrificing that stream and <br />many of the environmental values associated with it in the name <br />of cleaner water and more efficient irrigation practices. <br /> <br />The choice maybe as simple as a 35,000-40,000 af/yr stream <br />delivering 60,000 tons of salts annually to the Colorado River <br />and providing some wetlands versus a roughly lO,OOO af/yr <br />stream delivering 24,000 tons of salt or less annually and <br />significantly less wetland areas. Or more simply a 45-55 cfs <br />perennial stream versus a l4-20 cfs stream that could even <br />become intermittent in some years. <br /> <br />DRS/bj <br /> <br />-4- <br /> <br />OQ21~9 <br />
