IRREVERSl.IILE A.'ID IRREtRIEVABLE EFFECTS <br /> <br />Short and long term impacts to the environment resulting from the alternative plans are mini=al <br />because designation of the river is an environmental protection sction. Although the alterna- <br />tive plans fsvoring designatioo foreclose certain short range opportunitles, the effect is not <br />permanent insomuch as the river can be removed from the system at such time the Congress <br />determines national i,nerest ",ould be served to do so. <br /> <br />Alternative Plans I snd 11 do not appear to have any irreversible effects, Actions under these <br />alt~rnatives strive to maintain the existing quality of the river and its i~ediate environ~nt. <br />Other re,ource uses and activities that would be curtailed or prohibited could resume in the <br />long term if national need dictates the removal of the river from the Wild and Scenic Rivers <br />Syst"lII. <br /> <br />I <br />I <br /> <br />The opportunity for shorr range Illineral exploration, timber harvest and additional water use <br />develo~ents 1a foreclosed. Irretrievable losses of tlmher ",ould approximate ~OO.OOO board <br />feet per year. One proposed, but unplanned, "'ater developlllent would be foreclosed. the <br />proposed O'Neal irrigation and hydro-electric project would be foreclosed; however, the initial <br />plsnning established that the O'Seal project has s negative benefit/cost ratio and would not be <br />actively considered unless the economic situatlon changes drastically. <br /> <br />The major irreversible effect of the Xo Designation Plan is the depreciation and loss of the <br />current scenic qualities for ",hieh the river i~ eligible.
