Al.TERSATtVE PLA....S <br /> <br />. <br /> <br />The study tealll and agency ~nagers identified the following criteria ta be used to evaluate the <br />alternative choices for management. <br /> <br />1) Overall Congressional policy and intent for establishing the Wild and Scenic River <br />System to manage and protect certain rivers in their free flowing character for the enjoy- <br />ment and use of present and future generations. <br /> <br />, <br /> <br />t <br /> <br />2) Goal Satisfaction: The Forest Service and Scate of Colorado have various goals for <br />planning land and resource uses, Forest Service gaals of the 1975 Resoutces Planoing Act <br />program and the Roe~y Mountain Regional plan include the following gaals adapted to the <br />Piedra River: <br /> <br />Maintain current COat/effective developed sites that implement managed recreation use <br />in the Piedra River corridor. <br /> <br />Increase eephasis on dispersed tecreation sctivities and achieve a balance betw~en <br />=otoriled and non-motoriled dispersed activities within the Piedra River corridor, <br /> <br />t <br /> <br />~ <br /> <br />Provide for stable populations of big game species by protecting key winter habitat <br />and migration routes in the lower valley. <br /> <br />Continue to aid the agriculture ecanomy of Archuleta County by providing forage for <br />livestock to the extent that costs are commensurate with benefits. <br /> <br />Kaintain the current level of timber preduction by providing tiQber aupplies to the <br />local dependent woed-using industries. <br /> <br />In 1976, the Governor of Colorado issued an executive order setting the goals and objective's <br />fot COlorado's long range grOWth and development. An abstract of these goals relevant to the <br />river Include: <br /> <br />Preserve and enhance the agriculture companent of the State's economy and prevent un- <br />necessary conversion of prime agricultural land and vater suitable for irrigation to <br />non-renewable uses. <br /> <br />Make specific efforts to protett, preserve, enhance and manage Colorado's wildlife for <br />public benefit and enjoyment. <br /> <br />Preserve the natural beauty of the State while still providing jobs. <br /> <br />Archuleta County and the area covered by the Upper San Juan Regional Planning Commission are <br />in the process of establiahing planning goals for the local area. Although the County <br />Commissioners, acting through their planner, are participatin~ in turrent public involvement <br />pro~rams, no specific goals have been Identified. <br /> <br />Current planni,~ efforts of Archuleta County and the Upper San Juan Regional Planning Co~is- <br />sion did nOt provide any specific goals regarding the Piedra River. <br /> <br />l-U <br />
