<br />that he hoped the Bureau would take those concerns into consideration in <br />the operation of the reservoir in 1985. <br />The report for the U.S. Geological Survey <USGS) was made by Mr. <br />Livingston for the Colorado District and Mr. Stulken for the Kansas <br />District. Mr. Livingston reported on the status of various special studies <br />that the USGS is conducting in the Arkansas River Basin. He also <br />indicated that studies proposed for next year would be on the water <br />quality of Pueblo Reservoir and on travel time down the Arkansas River. <br />Me. Stulken reported hriefly on the operation of the gaging stations and <br />flow measurements in Colorado and Kansas. <br />The next agenda item discussed pertained to various budget matters. <br />The previously adopted FY 1984-85 budget was reviewed first After <br />discussion, Mr. McDonald moved that the following budget items be <br />increased to the amounts indicated, with budgeted expenditures in excess <br />of assessments to come out of surplus funds: <br />Annual Report $ 5,000 <br />Telephone $ 2,500 <br />USGS Coop Agreement $12,000 <br />Mr. Pope seconded the motion, which was unanimously adopted. The <br />revised budget for FY 1984-85 is included as Attachment F. <br />The previously adopted FY 1985-86 budget was reviewed next The <br />annual report and telephone items were increased to $2,500 each. Mr. <br />M~Donald moved the adoption of the revised budget with assessments to <br />remain at $28,000 and budgeted expenditures in excess of assessments to <br />come out of surplus. Mr. Pope seconded the motion, whereupon the <br />revised budget was unanimously adopted (see Attachment G>. <br />The proposed budget for FY 1986-87 was reviewed next After some <br />discussion, Mr. McDonald moved, seconded by Mr. Pope, the adoption of <br />the proposed budget with the annual report and the office telephone items <br />increased to $3,000 each and the contingency item increased to $2,000, <br />with the total assessments set at $28,000, and with budgeted expenditures <br />in excess of assessments to come out of surplus. The proposed budget, as <br />revised. was unanimously adopted and is included as Attachment H. <br />At this time the chairman recessed the meeting, during which recess <br />the U.S. Geological Survey presented a program to the audience on its <br />quality/quantity model of the Arkansas River Basin (agenda item 131. <br />The meeting was reconvened following the lunch hour. <br />Upon re-convening, the Administration took up agenda item 12a, the <br />proposed storage account for the Highland Irrigation Company and the <br />Ninemile Ditch Company in John Martin Reservoir. Mr. McDonald <br />briefly reviewed the events surrounding the Highland-Ninemile request <br />and stated that Colorado and Kansas had been unable to agree on the <br />means by which to compute how much water would be available for <br />storage by the ditch companies. Mr. McDonald stated that the Colorado <br />ditches wanted this matter presented for the record, whereupon he <br />moved the adoption of Colorado's revised draft resolution of December <br />10, 19B';, said resolution to be included in the minutes. Mr. Genova <br />seconded the motion. Mr. Pope responded that Kansas had worked <br />diligently with Colorado on this matter and that he wished to have <br />included in the minutes a proposal made by Kansas that was presented to <br />the companies' consulting engineer. Mr. Duane Helton. The motion <br />failed, with Colorado voting yes and Kansas voting no <br /> <br />42 <br />
