Mr. <br />Olamon seconded the motion, which was then unanimously approved. <br />The next agenda item was the report of officers. The Chairman stated <br />that he had no report to make. <br />Mr. Idler presented the Recording Secretary's report, which is <br />included as Attachment B. There followed a brief discussion of <br />straightening the Arkansas River channel between John Martin <br />Reservoir and the stateline. Mr. Mike Mocek, Corps of Engineers ICOEI, <br />reminded the Administration that a study done by the COE two years ago <br />at the request of the Administration showed that such a project was not <br />economically justified. <br />The Treasurer's report (Attachment CJ was then presented by Mr. <br />Idler, which report consisted of balance sheets as of June 30, 1984, and <br />December 10, 1984, and a list of checks written since July I, 1984. Mr. <br />Cooley declared the report received. <br />Mr. Cooley then asked Mr. Jesse to presenl his Operations Secretary's <br />report. Mr. Jesse indicated that he had given copies of his annual report <br />to Ihe Operations Committee and the members of the Administration and <br />that he would not repeat the numbers in the report. He briefly <br />summarized river operations for the preceding compact year and noted <br />that the agreement with Howard Corrigan on the computation of stateline <br />deliveries seemed to work well. <br />Mr. McDonald then moved that all reports be accepted and the reports <br />of the Recording Secretary and Treasurer included in the minutes of the <br />meeting. Mr. OIomon seconded the motion, which was unanimously <br />approved. <br />The next item was the auditor's report for FY 1983.84 (Attachment DJ. <br />Mr. Cooley noted that this report had been distributed earlier. There was <br />brief discussion of the December 10, 1984, letter from the auditor <br /><included with Attachment D) with regard to the computer item listed in <br />the auditor's report. Mr. Idler explained that there was an item in the <br />Administration's budget of $6,100 for the Operations Secretary. Mr. <br />Jesse. as Operations Secretary. purchased some computer equipment <br />pursuant to that item but senlthe bill directly to the Administration for <br />payment. The bill was paid by the Administration and was recorded by <br />the auditor as an equipment purchase rather than as a debit against the <br />line item for the Operations Secretary. Mr. McDonald then moved that <br />the Administration accept the auditor's report, including the December <br />lOth letter of clarification, and that the minutes reflect Ihallhe direct <br />payment for the computer equipment by the Administration was made <br />pursuant to the budget item for the Operations Secretary for FY 1983-84. <br />Mr. Pope seconded the motion, which was then passed unanimously. <br />Mr. Cooley stated that the committee reports were to be discussed <br />next. Mr. McDonald advised that the Administrative and Legal <br />Committee had no report. Mr. Genova reported for the Engineering <br />Committee that the revisions to the John Martin Reservoir operating plan <br />concerning the Kansas transitioss account proposed at the May 10, 1984, <br />special meeting would be taken up later in this meeting. The Operations <br />Committee's written report is included as Attachment E. <br />The next item On the agenda was the election of officers for compact <br /> <br />40 <br />
