<br />I <br />I <br />I <br />I. <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />.' <br />I <br />I <br />I <br />. <br />I <br />I <br />I <br /> <br />3 <br /> <br />COORDINATION TO PROMOTE SYSTEM RELIABILITY <br /> <br />CDordination is a vital part of daily operatiDn, and is the key <br />to the development of imprDved Dperating procedures and system design <br />criteria for promoting system reliability. Prior to the fDrmatiDn of <br />WSCC, various operating and planning groups were Drganized to. prDvide <br />coordination for the intercDnnected utilities and pools within the Western <br />United States. The groups also prDvided a forum for day-tD-day <br />communication which resulted in various practices and agreements being <br />adopted by the utilities to enhance the adequacy and reliability of the <br />interconnected bulk power system. <br /> <br />During the development of the planned interconnection between <br />the Northwest and CalifDrnia (Pacific Intertie), it was apparent that the <br />bulk power systems in the Western United States and parts of Canada would <br />soon become intercDnnected. Recognizing the many benefits Df <br />interconnected system operation, executives representing the western <br />utilities and agencies operating the bulk power systems met on March 20, <br />1967 and agreed that a need existed for regional coordinatiDn with a <br />broader scope to supplement the coordination being accomplished in the <br />smaller areas. As a result, WSCC was established in August of 1967. <br /> <br />WSCC has made significant progress in its efforts to prDmDte the <br />reliability of the interconnected bulk power system. Criteria have been <br />developed and adDpted which prDvide guidance to the Member Systems fDr <br />day-to-day operation and system design. Recommendations made as a result <br />of WSCC's indepth review of these criteria have been adopted by the <br />CDuncil, and WSCC's "Minimum Operating Reliability Criteria" and <br />"Reliability Criteria for System Design" have been revised. PrDcedures <br />have also been implemented fDr coordinating operatiDn, and fDr compiling <br />and analyzing information pertaining to projected load growth, fuel <br />requirements, and new generation and transmission facilities. These <br />accomplishments are a direct result of the dedicated efforts Df Member <br />System persDnnel and WSCC's Technical Staff. <br /> <br />The organizational structure of WSCC consists of an Executive <br />Committee, an Administrative Committee, four standing committees <br />(Planning, Operations, EnvirDnmental and Public InformatiDn), and numerous <br />subcDmmittees and work groups as shown Dn page 7. Approximately 300 <br />Member System executives, engineers and other representatives devote time <br />and expertise to the various activities of these committees. The <br />committees provide a ready and effective means for developing regional <br />operating and planning criteria, coordinating Dperating procedures, <br />compiling regional data banks fDr use by the Member Systems and the <br />Council in conducting technical studies, and fDr assessing and <br />coordinating the sDlution of regiDnal problems. <br /> <br />The Executive Committee is responsible for directing and <br />coordinating the activities necessary to accomplish the purpose and goals <br />of WSCC. A high-level Administrative Committee cDmposed of the Council <br />Chairman, Vice-Chairman, Secretary-Treasurer, and immediate Past Chairman <br />is responsible for conducting the day-tD-day business affairs Df the <br />Council.
