<br />the Environmental Impact Statement for

<br />The fiUng of the EIS with the Council on Environmental Quality is the
<br />controlling time factor in getting the Dolores Project into construction
<br />status. As a result of pressure by the Colorado Water Conservation Board
<br />at our Montrose meeting, the Bureau has expedited its reporting process
<br />by many months. This has been possible, largely because that agency adopted
<br />an internal policy whereby representatives of all reviewing offices met at
<br />one location and conducted a simultaneous, consolidated review. We feel this
<br />conunendable.
<br />
<br />I am very disappointed to find that we at the State level are creating a
<br />"bottleneck" that is now holding up progress of the Dolores Project. The'
<br />public hearing on the EIS at Cortez this past Saturday would indicate that
<br />there are no serious problems associated with this project. I, therefore,
<br />sincerely hope that the State's review can be completed before the December
<br />20, 1976 deadline.
