As a result of pressure by the Colorado Water Conservation Board
at our Montrose meeting, the Bureau has expedited its reporting process
by many months. This has been possible, largely because that agency adopted
an internal policy whereby representatives of all reviewing offices met at
one location and conducted a simultaneous, consolidated review. We feel this
conunendable.

I am very disappointed to find that we at the State level are creating a
"bottleneck" that is now holding up progress of the Dolores Project. The'
public hearing on the EIS at Cortez this past Saturday would indicate that
there are no serious problems associated with this project. I, therefore,
sincerely hope that the State's review can be completed before the December
20, 1976 deadline.

Sincerely yours~

;]",-<-1< ~/, ~~~c'L ~

Fred V.
