On <br />the basis of reviews by state agencies, the report is a sufficient descrip- <br />tion and analysis of environmental impacts. <br /> <br />Since several agencies have suggestions for improvements and corrections <br />to be incorporated in a final statement I am forwarding the appropriate review <br />statements. Nevertheless, several topics are worthy of specific mention here. <br />As expressed in the special review of the Savery-Pot Hook Project, Colorado's <br />policy is to encourage water development which enhances agriculture. We are <br />encouraged that the Dolores Project will result in even wider agricultural <br />benefits. Again as with Savery-Pot Hook, we request that the repayment con- <br />tracts contain stipulations that the water rights remain dedicated to agri- <br />culture unless any proposed use is ,approved by the Bureau of Reclamation and <br />the State of Colorado. <br /> <br />Because of the number of water reclamation projects now underway or <br />under consideration, the state is concerned about potential cumulative <br />impacts. Therefore, we request a specific section on such impacts in the <br />final statement,as will be prepared for the final Savery-Pot Hook EIS. <br /> <br />Analysis by the Division of Wildlife has determined that the proposed <br />wildlife mitigation measures are adequate. In addition, the Department of <br />Agriculture review concludes that there are no major conflicts between pro- <br />posed mitigation measures and irrigation development to be achieved by the <br />proj ect. <br /> <br />. <br /> <br />Finally, the State of Colorado is interested in the relation between <br />the reclamation project and potential designation of a portion of the <br />Dolores River as a national wild and scenic river. As described in the <br />draft, there appears to be little or no conflict between the two complementary <br />efforts, and the State of Colorado supports proceeding with both. <br />
